The ELOO system was developed and is managed by the Ministry of Environmental Protection and Green Transition. 

Citizens can also report locations where discarded waste is located, but the final data visible in the system and on the map is entered and confirmed by municipal officials.

The steps for reporting waste are: visit the website https://eloo.haop.hr/public/ and click on "Report waste", select a location (county, city or municipality) and describe the location and type of waste, enter your details - name, surname, mobile phone number (personal data is not required for reporting), attach a photo of the discarded waste, click on "Send report"
